Adolescent women have a high rate of sexually transmitted infections, and preventing these diseases needs to be an important public health goal, according to a paper presented by Centers for Disease Control and Prevention researchers at the 2008 National STD Prevention Conference in Chicago last month.

Washington — The Pennsylvania House last month adopted a bill that would expand access to health insurance, but physicians have concerns about the measure’s funding and mandate for physicians to participate in its health plans.
The legislation, passed 118-81 on March 17, would provide coverage through state-subsidized private health plans to an estimated 218,000 of the state’s 767,000 uninsured adults by 2012. It would gradually phase out the state’s medical liability program. Democratic House leaders added the health expansion plan, called Pennsylvania Access to Basic Care, or PA ABC, to the liability reform bill.

Washington — Higher-than-expected costs and enrollment in Massachusetts’ health reform program are translating into higher premiums and co-payments for enrollees and a concern physicians will face pay cuts.
The Connector Authority, the board overseeing the state’s comprehensive health system reform program, unanimously agreed on March 20 to raise monthly premiums by 10% for its subsidized health plans starting July 1, the beginning of the state’s 2009 fiscal year.

Two hospital agreements to share with physicians some of the cost savings derived from quality-of-care measures are not likely to violate federal fraud and anti-kickback statutes, according to a pair of Jan. 14 advisory opinions by the Dept. of Health and Human Services’ Office of Inspector General.

A California appeals court dealt another blow to health plans over their policy cancellation tactics.
The 4th District Court of Appeal unanimously said insurers have a responsibility to make sure patients’ policy applications are complete and accurate before issuing coverage — not after expensive claims come in the door. Judges said plans cannot revoke patients’ policies unless they fully investigate pre-enrollment forms up front or insurers show patients intentionally misled them.

Officials who accredit medical schools are busier than usual these days. The creation of new campuses and the expansion of existing ones has accreditation agencies hopping as state officials and medical educators seek more physicians to prevent a shortage.
In 2007, seven allopathic medical schools were in various stages of the accreditation process. Five osteopathic schools won provisional accreditation, which allows them to start admitting medical students.

Oklahoma will no longer offer a loan repayment program intended to encourage physicians to practice in the state’s rural communities. But health care advocates say it was a small sacrifice because state lawmakers agreed to continue funding three other — much larger — programs that help rural communities attract primary care physicians.

By a 3-2 vote, the Utah Alcoholic Beverage Control Commission delegated its rulemaking authority to the state legislature on several key issues, the BYU NewsNet reported on Nov. 19.
These issues include whether alcoholic beverages should be sold only in state liquor stores, and labeling requirements for malt beverages and alcohol-infused energy drinks.
