House panel OKs bill to delay Medicaid cuts

Washington — A bipartisan bill to delay Medicaid rules that would cut billions in federal funding for hospitals and physician training has attracted support in the House.

A House Energy and Commerce subcommittee approved the legislation unanimously on April 9. The measure would prevent until April 1, 2009, the implementation of seven Medicaid rules introduced since 2007 by the Centers for Medicare & Medicaid Services. One of the regulations would eliminate on May 25 Medicaid funding for graduate medical education — an estimated $1.78 billion over five years.

Pennsylvania House bill expands subsidized plans, phases out liability fund

Washington — The Pennsylvania House last month adopted a bill that would expand access to health insurance, but physicians have concerns about the measure’s funding and mandate for physicians to participate in its health plans.

The legislation, passed 118-81 on March 17, would provide coverage through state-subsidized private health plans to an estimated 218,000 of the state’s 767,000 uninsured adults by 2012. It would gradually phase out the state’s medical liability program. Democratic House leaders added the health expansion plan, called Pennsylvania Access to Basic Care, or PA ABC, to the liability reform bill.

House passes mental health parity bill

Washington — The House has set the stage for potentially tough congressional negotiations on mental health parity by adopting broader legislation than the Senate.

The Paul Wellstone Mental Health and Addiction Equity Act of 2007, which the House passed 268-148 on March 5, would strengthen existing law by requiring insurers to provide out-of-network mental health coverage if insurers offer out-of-network physical health benefits. House passes partial forgiveness for medical student loans

Washington — Becoming a doctor isn’t cheap. The average debt for medical school graduates is approximately $140,000, according to the American Medical Association. But the burden could get a little lighter for some medical students under a bill passed last month by the House.

A provision inserted into legislation reauthorizing the federal government’s student loan programs would allow medical specialists with five or more years of graduate medical education to qualify for up to $2,000 in loan forgiveness annually for serving in areas of need. The maximum amount would be $10,000 for five years of service.

Hemp Legislation Approved in Vermont House

The Vermont House Agricultural Committee has voted unanimously*to approve legislation that would allow farmers in the state to grow industrial hemp, the? Rutland Herald reported Jan. 31.

Under federal law, growing hemp is banned along with cultivation of marijuana, its close cousin. But supporters of the legislation in Vermont said that passage could set the stage for establishing a new industry if a change in policy occurs.

It’s doctor vs. doctor in race to represent Florida in U.S. House

Washington — The race for Florida’s 15th Congressional District is adding new meaning to the term “physician choice.”

Rep. Dave Weldon, MD (R, Fla.), an internist running for his seventh term in the district, located southeast of Orlando, is being challenged by political newcomer and Democrat Stephen Blythe, DO. A family physician, Dr. Blythe admits he faces an uphill battle in the conservative-leaning area.

House to offer bill for registry of drug firm gifts to doctors

Washington — A U.S. House lawmaker plans to introduce legislation to create a registry in which pharmaceutical manufacturers would have to report any gifts that are given to physicians.

The measure by Rep. Peter DeFazio (D, Ore.) would be similar to legislation that already was offered in the Senate. But the House bill might apply to companies with less than $100 million in revenues, the threshold set by the Senate bill, said Ed Hill, a legislative assistant for DeFazio. The House and Senate bills would require manufacturers to list both gifts of $25 or more and the physicians who received them.

‘Plan Mexico’ Challenged by House Foreign Affairs Committee

The Bush administration’s proposed billion-dollar antidrug partnership with Mexico was met with harsh criticism in the House Foreign Relations Committee this week, the Los Angeles Times reported Nov. 15.

Panel member examining the $1.4-billion plan for the first time — U.S. and Mexican officials had largely hashed out the details of the so-called Merida Initiative behind closed doors — said that more money should be spend to “curb the appetite” for drugs and worried that Mexican corruption would bleed money away from the program.
