Calif. Governor Vetoes Parity Bill

An addiction and mental-health parity bill has been vetoed by California Gov. Arnold Schwarzenegger, who cited concerns about the measure’s cost.

The bill, AB-423, would have barred insurers in California from enacting coverage limitations for addiction and mental illness that differ from those in force for general healthcare conditions.

Calif. Parity Bill Passes Legislature, Goes to Governor

A mental-health and addiction parity bill has passed the California Senate and Assembly and is now on the desk of Gov. Arnold Schwarznegger.

The bill, AB-423, was sponsored by Rep. Jim Beall, Jr. and would require health plans and insurers to cover behavioral-health problems on par with physical ailments. It was approved by the state Assembly in June and passed 27-12 in the Senate on Sept. 6.

Calif. Hemp Bill Goes to Governor

The California Industrial Hemp Farming Act, intended to promote cultivation of marijuana’s close (but non-psychoactive) cousin as a major cash crop, has been passed by the state legislature and has been sent to Gov. Arnold Schwarzenegger, the Oakland Tribune reported Sept. 24.

Schwarzenegger vetoed an earlier version of the hemp bill, which was then redrafted to address his stated concerns about the measure. The Hemp Industries Association and other backers say that hemp could become a multimillion-dollar business in California, noting its use in products as diverse as food and textiles.

Drug Discount Bill Passes Legislature, Awaits Governor’s Signature

The state Senate and Assembly today approved AB 2911 (N??ez/Perata), legislation that will create a prescription drug discount program for more than five million Californians without health insurance or with extremely high medical costs.

“With today’s passage of AB 2911, California is one step closer to bringing affordable medicine to more than five million Californians and one signature away from creating the largest prescription drug discount program in the nation,” said Emily Clayton, CALPIRG’s Health Care Advocate. “This legislation will go a long way toward bringing affordable medicine within reach of millions more Californians.”
