Citing Crack Sentencing Reform, Bush AG Asks for More Anticrime Money

Raising the specter of convicted crack-cocaine offenders being released from prison due to sentencing reform, Bush administration Attorney General Michael Mukasey asked Congress to appropriate $200 million to help cities fight violent crime, the Washington Post reported Jan. 25.

In an address before the U.S. Conference of Mayors — which last year unanimously adopted a resolution calling the War on Drugs a failure — Mukasey cited the U.S. Sentencing Commission’s decision to retroactively equalize penalties for crack and powdered cocaine in warning that “a sudden influx of criminals from federal prison into your communities could lead to a surge in new victims as a tragic, but predictable, result.”

Study: Heavy Marijuana Users Face Tough Withdrawal

Patients with a prescription to use marijuana for medical purposes can now get the drugs from vending machines in California, the BBC reported Jan. 28.

A handful of the vending machines have now been installed, including at a herbal nutrition store in Los Angeles. Medical-marijuana patients who have a prescription and agree to be fingerprinted and photographed are issued a special ID card that they can use to access the machines.

Young Drinkers Face Array of Health Problems Later in Life

Nearly one in ten first-year college students at a mid-Atlantic university have a cannabis use disorder (CUD), according to a National Institute on Drug Abuse (NIDA) funded study of drug use conducted by Center for Substance Abuse Research (CESAR) investigators.

First-year students attending new student orientation were randomly selected to participate in a multiyear follow-up study. Overall, 9.4% of first-year students met the clinical definition for cannabis abuse (5.4%) and/or dependence (4.0%).

Wyoming Residents Favor Alcohol Tax to Pay for Treatment

A new poll finds that 58 percent of Wyoming residents approve of raising the state’s beer tax by 4.5 cents per liter in order to fund addiction treatment and prevention programs, the Billings Gazette reported Jan. 29.

The poll of 625 registered voters, conducted on behalf of the Casper Star-Tribune, also found that 84 percent of residents opposed raising the state tax on gasoline and diesel fuel by 10 cents per gallon.

Student Sniffing Hand Gel No Crime, Texas DA Says

A Texas middle-school student found sniffing a teacher’s alcohol-based hand sanitizer was not committing a crime, prosecutors in Denton County have ruled.

The Dallas Morning News reported Jan. 26 that the 15-year-old seventh-grader at Killian Middle School in Lewisville picked up a bottle of hand sanitizer from a teacher’s desk, rubbed it on his hands, and sniffed it. The boy was sent to the principal’s office, subjected to in-school suspension, and then referred to police on suspicion that he was inhaling the gel to get high.

Bush Says Faith Helped Him Overcome His Own Addiction

Visiting a faith-based addiction treatment program in Baltimore, President George Bush referenced his own past drinking problems in telling program participants, “I understand addiction, and I understand how a changed heart can help you deal with addiction.”

The Associated Press reported Jan. 29 that Bush visited Baltimore’s Jericho Program, a project of Episcopal Family Services of Maryland, and spoke for the second time in as many months about his personal struggle with addiction.

Kansas Lawmakers Consider Protection for Medical Marijuana Users

A bill under consideration in Kansas wouldn’t make medical marijuana legal, but could provide some legal protection to users facing charges of marijuana possession, the Topeka Capital-Journal reported Jan. 29.

The measure would allow judges to consider medical use as a defense if marijuana users presented documentation from a doctor about the drug’s medical benefits. It would not decriminalize or legalize marijuana possession, however.
